Target of Opportunity for Excellence


CRITERIA FOR TARGET OF OPPORTUNITY FOR EXCELLENCE (TOE) APPOINTMENTS

The TOE program is intended to provide an "opportunist" mechanism for appointing outstanding scholars who would contribute substantially to the excellence of research and instruction on the campus.  A TOE approval carries with it the waiver of normal search procedures; i.e., the department is authorized to target a specific individual for the recruitment.  The FTE comes from the pool of FTE already allocated to the Dean).

A TOE appointment must fulfill a role consistent with the Dean's academic plan.

A TOE appointee must have a national or international reputation for outstanding, independent program of creativity/scholarship.  This individual should be one that would rise to the top during recruitment for the position.

A TOE appointee should not only enhance the prestige of the University substantially, but also offer promise of future contributions.

The request from the Dean and Department Chair needs to address the diversity of the faculty requesting the recruitment and the effect of the proposed recruitment on that diversity.


CAPBR's REQUESTED INFORMATION FOR REVIEW OF TOE HIRES

The Committee on Academic Planning and Budget Review would appreciate receiving the following information when submitting a Target of Opportunity (TOE) proposal for review:

Ø      Statement from the Department Chair how this TOE fits the department's Academic Plan citing its program priority and how the department's Academic Plan citing its program priority and how the department is currently doing in that particular area;

Ø      Statement from the Dean confirming the area of expertise as a program priority/growth field and how it fits into the department's Academic Plan;

Ø      If this person does not fit within the Academic Plan (we recognize good plans are constantly evolving), please justify why it is important to deviate from the plan;

Ø      Clear documentation that this person is truly top in his/her field and a justification why it makes sense not to conduct a regular search;

Ø      The vote of the department and explanations provided for any negative votes.

Ø      A statement addressing diversity of the requesting unit and the effect of the proposed recruitment on that diversity.



MATERIAL REQUIRED FOR TOE REQUESTS

  STEP 1: (for submission to the Dean's Office):

  1. Chair's letter to the Dean

  2. Departmental Academic Plan

  3. Curriculum Vitae

  4. Publication List
    Dean attaches letter of support;
    then sends the materials to the Office of the Vice Provost-Academic Personnel

STEP 2: (if approved by the Vice Provost):

Department then submits to the Dean's Office the regular appointment package:

  1. "Appointment To" form

  2. Departmental letter with faculty vote

  3. Extramural letters

  4. Biography Form

  5. Publication List

  6. Reprints
